Borno State Presents ₦584.76bn ‘Budget Of Recovery, Continuity’ For 2025

Maiduguri, Borno State – Borno State Governor, Professor Babagana Zulum, on Monday presented a ₦584.76 billion appropriation bill to the state House of Assembly for the 2025 fiscal year.

The proposed budget tagged the “Budget of Recovery and Continuity,” prioritizes health, education, and economic recovery, with significant investments in security, infrastructure, and social services.

The budget comprises a Capital Expenditure of ₦380.84 billion and a Recurrent Expenditure of ₦203.92 billion.

Funding will be sourced from the Federation Allocation Account (₦311.7 billion), Internally Generated Revenue (IGR) (₦30.09 billion), and Capital Receipts (₦237.96 billion).

A significant portion of the budget – ₦89.97 billion (15.39%) – is allocated to the health sector.

This funding will support the construction of an Orthopaedic Hospital in Maiduguri, the establishment of General Hospitals in various local government areas, and the rehabilitation of hospitals in Baga and Mulai.

Education receives a substantial allocation of ₦69.81 billion, earmarked for the establishment of modern schools and the rehabilitation of facilities in 50 schools across the state.

Addressing food insecurity is a key focus, with ₦10 billion allocated for food procurement, the cultivation of 100,000 hectares for rain-fed farming, and 50,000 hectares for irrigation.

Furthermore, ₦22 billion is set aside for victim support and the reconstruction of damaged infrastructure.

Other key projects included in the budget are the establishment of a Maiduguri Dry Port, the dualization of the Maiduguri-Biu Road, and the modernization of Borno Radio and Television (BRTV).

Governor Zulum reiterated his administration’s commitment to addressing outstanding challenges, including clearing the backlog of pensions and gratuities and implementing the ₦72,000 minimum wage for civil servants and teachers.

He urged the House of Assembly to swiftly pass the budget, emphasizing the importance of collaboration between the executive and legislative arms for the state’s progress.

“We recognise that our success hinges on this partnership,” Zulum stated, “which will drive sustainable growth, enhance public services, and ensure that no one is left behind.”

Speaker of the Borno State House of Assembly, Abdulkarim Lawan, commended the governor’s efforts in resettling victims of the Boko Haram insurgency and acknowledged the strong working relationship between the legislature and the executive.
