Nigeria To Develop Just Transition Guideline For Inclusive Climate Action

Nigeria is developing a Just Transition Guideline to ensure a fair and equitable transition to a low-carbon economy, according to Dr. Nkiruka Maduekwe, Director General of the National Council on Climate Change Secretariat (NCCCS).

The guideline, which is described as a model for inclusive climate action, economic transformation, and social equity, will be created in collaboration with the International Labour Organisation (ILO), the United Nations Development Programme (UNDP), and the United Nations Industrial Development Organisation.

This initiative was officially launched with a workshop in Abuja. Dr. Maduekwe, speaking through the Council Secretariat’s Director, Mrs. Halima Bawa-Bwari, emphasised the social imperative of a Just Transition, which necessitates collaboration among the government, private sector, civil society, and development partners.

The guideline, she explained, will reduce disruptions while capitalising on opportunities created by the transition to a green economy.

The initiative builds on existing climate-related policy frameworks, such as the National Development Plan, Energy Transition Plan, National Bioeconomy Strategic Framework, and Climate Change Act.

Dr. Maduekwe emphasised President Bola Tinubu’s commitment to sustainable development, as outlined in the Renewed Hope Agenda, which prioritises economic growth, job creation, and social inclusion.

The guidelines will ensure that the transition to renewable energy protects workers and communities, especially those reliant on fossil fuel industries.

Mr. Stephen Agugua, representing the ILO, UNDP, and UNIDO, emphasised the importance of a Just Transition Action Plan in addressing the challenges and opportunities associated with the transition to a low-carbon economy.

He emphasised Nigeria’s commitment to international obligations, such as the Paris Agreement and the Sustainable Development Goals (SDGs).

The Roadmap, he explained, will be consistent with existing policy frameworks, providing a cohesive approach to transition.

The overarching goal is to establish a clear framework and actionable strategies for all sectors, ensuring a sustainable and equitable future by the “Leave no one behind” principle.
