Fubara Returns To Rivers State After Six Months Of Emergency Rule
Port Harcourt- Governor Siminalayi Fubara of Rivers State returned to a jubilant Port Harcourt on Friday, marking the official end of six months of emergency rule imposed on the oil-rich state following a protracted and destabilising political crisis.
Fubara’s arrival at the Port Harcourt International Airport around 11:50 am was met with a throng of supporters, signalling a return to normalcy after a turbulent period.
The Governor’s return, a day after the Rivers State House of Assembly resumed legislative activities, and over 24 hours after President Bola Tinubu formally lifted the emergency declaration, marks a pivotal moment for the state.
It offers the opportunity for reconciliation and rebuilding after months of political gridlock, but also presents significant challenges in navigating the lingering tensions and rebuilding public trust.
The emergency rule, declared on March 18, 2025, stemmed from a deep-seated political conflict that threatened to cripple governance.
This saw Fubara and his deputy, Ngozi Odu, suspended from their positions. Retired Vice Admiral Ibok-Ete Ibas was appointed as the sole administrator, tasked with stabilising the state and ensuring the continued functioning of the government.
Ibas, in his farewell broadcast on Wednesday night, emphasised the importance of dialogue and mutual respect among political leaders moving forward.
He urged all stakeholders to prioritise the needs of the state and its citizens, a sentiment echoed by many residents interviewed.
“We hope this is the beginning of a new chapter,” said Chima Okoro, a local businessman in Port Harcourt. “We need stability for our businesses to thrive, and for our children to have a future. Enough of the political games.”
The roots of the crisis lie in a bitter power struggle that emerged months after Fubara assumed office in May 2023. A widening rift between the governor and his predecessor, Nyesom Wike, now Minister of the Federal Capital Territory, rapidly escalated.
This led to a fractured House of Assembly, with loyalties divided between the two powerful figures. This division paralysed legislative processes and fuelled widespread uncertainty.
President Tinubu’s intervention, which culminated in the emergency proclamation, was deemed necessary, he said, to prevent the state from descending into anarchy.
The move, while controversial, was viewed by some as a necessary measure to restore order.
“The situation was becoming unbearable,” said Dr Ngozi Anya, a political analyst based in Rivers State University.
“The constant infighting was diverting attention from crucial issues like infrastructure development, education, and healthcare. Something had to be done.”
Despite the initial imposition of emergency rule, signs of a thaw began to emerge in June. President Tinubu convened a meeting with key stakeholders, including Fubara, Wike, and Assembly Speaker Martins Amaewhule, in an effort to broker a resolution.
While the details of these discussions remain largely confidential, the meeting was seen as a crucial step towards de-escalation.
Under the administration of Sole Administrator Ibas, the Rivers State Independent Electoral Commission (RSIEC) was inaugurated, and local government elections were held on August 30.
The All Progressives Congress (APC) secured victory in 20 local government areas, while the Peoples Democratic Party (PDP) won the remaining three.
The outcome of these elections has been met with mixed reactions, with some observers raising concerns about fairness and transparency.
The end of the emergency rule presents Governor Fubara with a complex landscape. He faces the daunting task of rebuilding trust within the fractured House of Assembly, navigating the ongoing political dynamics, and delivering on his promises to the people of Rivers State.
The shadow of Nyesom Wike looms large, and the extent of his influence will undoubtedly play a significant role in shaping the future of the state.
Several key challenges lie ahead:
- Reconciliation and Unity: Bridging the divides within the House of Assembly and among the populace will be crucial. The Governor must foster an environment of inclusivity and collaboration.
- Economic Stability: Rivers State relies heavily on oil revenues. Diversifying the economy and attracting investment will be essential for long-term prosperity.
- Security: Maintaining peace and security in the state, particularly in the face of potential unrest fueled by political tensions, will be a priority.
- Governance: Restoring public trust in governance and ensuring transparent and accountable administration are vital.
Governor Fubara’s return marks a moment of both hope and uncertainty for Rivers State. As he steps back into his leadership role, the weight of expectation rests heavily on his shoulders.
The path forward will require skilful navigation, strong leadership, and a genuine commitment to the well-being of the people of Rivers State.
The next few months will be critical in determining whether this oil-rich state can truly move beyond its recent past and build a brighter future.
